For 24" you're not going to see that much difference. The more important thing is bitrate. If you rip at 720p and at about 2-3 Mbps, although the file size will be quite small it won't look that much better than ordinary DVD.
Bear in mind the original bluray movie is between 20-25mbps on average at 1080p. If there is enough space on your PC, I recommend 1080p anyway.

You will definitely be able to tell the difference between 720p and 1080p.
With the 720 and 1080 p video make any difference on my display?
