You need to replace the battery. As for the message, it could be that the socket you've plugged into on your PC doesn't provide enough amps to charge the device as quick as it could. If it's a desktop machine, avoid plugging into an external hub (unless itself runs on mains electric), or the case USB sockets. Plug the iPod into the back of the desktop tower, as these normally have higher rating millamps.
