I think you have to be monetized before creating customized thumbnails. i got an email from YouTube offering to monetize my account when i got 1,000 views on a video. And that's how you will have the privilege to customize YouTube thumbnails. Hope this helps.

YouTube customized thumbnail feature enables users to insert thumbnails manually. You can create thumbnails to attract more viewers and describe your video in another way (compared to simple title and description).
On my old channel, I had customized thumbnails. But on my new youtube channels, I dont have them. I emailed youtube to ask why I just get jibber jabber that I cant understand back!
What can i do now?
