The direct answer is no. But you can do it by ripping the blu-ray disc off and burn the video on DVD disc.

1. Rip the video from blu-ray disc.
2. Burn the ripped video to a blank DVD disc, pay attention to the file size, it shall not exceed the DVD disc's capacity.

The answer is absolutely no. Only Blu-ray drive can play DVD disc, but you cannot play blu-ray by DVD drive.
