Can I take photos and shoot videos on iPad Mini, or iPhone, then transfer them to my pc? Is that process easy to handle?

Or, should I have a DSLR camera?

Apple iPhone 5s supports 10 frames per second and a slow motion video mode, promising quicker auto focus and capture speeds.

That depends on what kind of quality you want. If you simply want something to photograph or shoot videos, a phone is enough. But if you want to take very high-quality pictures and or learn photography, you will have to purchase a camera.

A professional camera or camcorder will make your photography or videos better. Stuff taken by phones/tablets are far from that.

irst, any cheap point and shoot camera that can take both stills and HD video, are better than any of the available Apple devices.

Second, the output quality depends on the photographer to large extent, not the equipment.

However, point and shoot cameras have optical zoom while none of Apple products have. That fact alone will make a huge difference. They can be handy tools to take pics/ shoot videos, but can't be excellent.

No.
In terms of phones and tablets from other brands, they're pretty good.
But compared to an actual video camera/DSLR, they're horrible.

If you compare iPad Mini to a real camera, the latter would win. But the iPad mini indeed provides a 5MP camera and can record up to 1080p videos.
