I've downloaded some videos in mpeg format, can I watch them on iPad?

If your videos are saved in MPEG4, then you can watch them on iPad without problem

It depends, iPad supports videos in these formats:MPEG-4, H.264/MPEG-4 AVC, MOV, M4V
And there are also the standards about video solution and encodings. Therefore I can not directly tell you if your videos can be played on iPad.
However, the safest way is to convert your video to iPad-accepted format again, you can use the ImElfin Video Converter to do this, just load these videos in, and choose iPad as output device, you will get the videos which will play perfectly on iPad.
